City Hires Director of Operations and Finance

City Attorney and Executive Director of Administration Jeff Logston has hired Matt Caldwell as Director of Operations and Finance for the City of Columbus. Caldwell’s appointment fills a vacancy created earlier this year when Mayor Kristen Brown appointed Logston to his current role.

The Director of Operations and Finance position was newly created by Mayor Brown to be responsible for City budgeting and for introducing strategic, operational and capital planning processes designed to promote efficiency in city government and increase the level of customer service to the residents of Columbus. The position is funded by the elimination of the previous Manager of Information Services Position.

Mayor Brown’s goal for the Director of Operations and Finance is to ensure a fiscally responsible City that is well-managed through improved financial reporting, transparency and communication, and increased cost efficiencies.

“Matt will partner with our City department heads to ensure we are delivering the highest quality services for the taxpayers’ dollar,” Logston said. “These efforts will increase accountability and give the public confidence that their tax dollars are being spent in the most efficient and effective ways possible.”

The City’s Purchasing Manager, also a newly created position under Mayor Brown’s administration funded with the elimination of another position, will report to Caldwell and assist in identifying cost efficiencies, tightening internal spending controls, and better matching scarce resources to priorities through planning.

Caldwell, who is relocating to Columbus from the south side of Indianapolis, is an experienced financial professional highly skilled in budget development and management, cash flow management, expense analysis, and financial and strategic planning.

He was employed for the past 12 years at Herff Jones Inc., an Indianapolis-based company that manufactures and sells commemorative items for educational and athletic institutions. Caldwell served as manager for the past two years, during which time he directed and coordinated marketing activities and policies to promote products and services, reviewed financial aspects of product development, initiated market research studies and analyzed findings, and completed quarterly forecasting and monthly financial reviews.

Caldwell has a bachelor’s degree in labor studies with a concentration in economics from Indiana University of Indianapolis, and a master’s degree in business administration with a concentration in finance from Indiana Wesleyan University. He also is certified as a Six Sigma Green Belt.
