2000 Annual Report

Drug Testing
Mandatory Drug testing continued in 2000 for full-time hiring. One candidate failed the screen during the pre-employment phase.

There were zero (0) drug related terminations in 2000. There were two (2) terminations in 1999. This is a success in helping our workplace become a safer place.

Employee Assistance Program continues to help any employee or dependent with substance abuse issues and other personal problems.

City Employee Policy Booklet
A new Employee Policy Booklet for Civilians was adopted November 2000.

Employees are alerted to several new policies which include- Residency Policy, Bereavement Policy, Faithful Service Pay, Motor Vehicle Check Policy, Safety and Conduct Policy, Technical Resource Policy, Dating and Family Relationships Policy, and Anti-Harassment Policy. Our civilian residency policy is modeled after that of sworn officers. City employees are now eligible to live in areas contiguous to Bartholomew County.

The Personnel Department is indebted to the work of the Personnel Review Committee (Jim Norris, Augie Tindell, and Eric Hayes) and the contributions of many city employees.

A special thanks is due Georgia Shipley for her patience and role in publishing and distributing the booklet.

New City Flag Adopted
A Committee of Judy Jackson, Chuck Boll, Brian Bailey and Laura Moses led a campaign to design and select a new City Flag. With the help of The Republic and their web services, a poll was conducted with two brand new and existing old design. The new Flag better represents the vibrancy of the community. The flag was unveiled at this years POW-MIA Plaza dedication. Downtown banners were also designed to complement the new design.

Flags are available by calling the Mayor's Office. Prices are: $60.00 for 3" x 5" and $90.00 for 6" x 9".

City Hall Tours
It is always a special event to host a tour of City Hall. Young elementary students are eager to see the inside of the building. No matter how hectic their schedule, Mayor Armstrong and Janet Smith are always generous with their time.

This year, many of the tours were coordinated between the Police Department, Fire Station No.1, Jail, Court House, and new Veterans Memorial.

A special project has been proposed that will develop a special City Tour for middle school students to learn and practice geometry. Learning objectives and class material is being developed with Central Middle School.

2000 Columbus-Miyoshi Friendship Ambassador
During November 2000, Chuck Boll was selected to visit the Columbus sister-city of Miyoshi, Japan as Friendship Ambassador. This was an honor to represent the Columbus while visiting and speaking at many several plants, four schools, several cultural events, day care, health clinic, senior center, recycling center, and City Hall.

City Hall Booklet Maintained
To support of the Mayor's Advisory Group, the Personnel Department designed and created a booklet on the noteworthy facts and features of City Hall.

Copies are limited to architectural students and adult visitors to the building. They can be picked-up from the Mayor's Office, Facilities Department, or Personnel Department.

Additionally, the Department attained copy in Japanese of the City Architectural Tour Book.

Employee Assistance Program
The Employee Assistance Program continued to be offered to City employees by the Columbus Regional Hospital. Ray Morris and Sharon Chandler are EAP counselors. This confidential service is available to all full-time City employees.

During 1997, the City began distributing periodic postings on selected EAP topics. Alcohol & Drug Dependency, Depression, and Compulsive Gambling were a few of the topics made accessible to employees.

Mayor's Committee For Accessibility & Inclusion
Formed in March 1996, this Committee continues to meet to assist the community at large and the community of people with disabilities in expanding mutually beneficial opportunities inherent in an all inclusive community. This past year, Chuck Boll served as Chair.

Committee activity included-

  • A Parking Marking Initiative was the focus. Mayor Armstrong, the Columbus Police Department and the Mayor's Committee For Accessibility and Inclusion jointly announced a pilot program to assist local businesses with the proper installation of reserved parking spaces. The goal of the program is to increase the number of properly designed reserve parking spaces around small businesses.
  • The City recognized October 2000 as National Disability Month. This years theme is "Think Ability!".
  • Assisting one business owner. (Parking and path of travel)
  • Sponsoring two seminars for building and facility managers.
  • Jointly developing a complaint form with the County office of Code Enforcement.
  • A Committee member was interviewed to serve as an appointment of Gov. Frank O'Bannon on the Indiana Governor's Planning Committee For People With Disabilities.
  • A Committee member will speak at the Governor's Annual Conference.

Office and Technology News
The Personnel Department remains standardized on a common office platform. Use of the Microsoft Office suite and Outlook allow for sharing of files and data. Additionally, use of specialized calendars and publishing increase efficiency and productivity.

Access Indiana Information Network continues to be utilized to check BMV licenses of employees using city vehicles and pool cars.

Report On City-wide ADA Grievance Procedure
The City of Columbus received one (1) informal complaint during 2000. This was investigated and resolved. This compared to zero (0) complaints for 1999 and 3 complaints on accessibility in 1998.

Audit & Review Committee
The Audit & Review Committee continues to hold quarterly meetings and review Citizens complaints of the Police Department. Ric King continues to serve as Chair with Chuck Boll serving as Secretary (Fourth Year). This year, the Police Department will approach 40,000 contacts with the public. Community satisfaction and service levels remain at high levels with their safety services.

Professional Development Of Staff
The Department took advantage of many opportunities for development. Methods include traditional forms with Seminars, Conferences, on the job experience, professional memberships and self-instruction with the Internet.

Chuck Boll was nominated for an at-large position with the Southern Indiana Human resource Management Association. This is a chapter located in Columbus.

Chuck Boll was interviewed for a volunteer position on the Indiana Governor's Planning Council For People With Disabilities.

Training Development
Overview material was prepared for supervisors and Department Heads on services available on "Employee Orientation"; "Corrective Action"; "Terminations"; and "When An Employee Dies".

2001 United Way Activity
The City Hall United Way Campaign coincided with the Bartholomew County kick-off. With the Mayor's encouragement 151 employees completed pledge cards. The total amount pledged was over $9,000. We are very pleased with the increase number of employees participating and amount collected.

Bartholomew County Substance Abuse Council
Larry Perkinson chairs the committee and Chuck Boll is a member. The mission of the committee is to develop and implement a comprehensive strategy to educate, prevent and reduce the incident of alcohol and other drug abuse in the Bartholomew County.

This committee supports a number of activities which include- Red Ribbon Week and the delivery of special training for Police officers across south-central Indiana.

The Council offers banners that can be used at Community gatherings for substance abuse awareness. These are available by calling the Personnel Department at 376-2570.

Workforce Investment Board and LEO Meetings
Throughout 2000, Chuck Boll attended and advised the Mayor of the organizations transition in mission into a one stop service center. This work is tied closely to the creation of the Columbus Learning Center.

Local Emergency Food and Shelter Program
The mission of this group is to supplement and extend ongoing efforts to provide shelter, food and supportive service for the homeless. Chuck Boll (4th year) attends quarterly meetings. This group benefits the Ecumenical Assembly; Human Services; Salvation Army; and Turning Point

Administrative Services Budget
The 2001 budget was approved by the Mayor and Common Council. Increases were limited to Personnel Services.

Parcel Shipments
The Personnel Department assisted employees with 103 UPS shipments in 2000 and 108 in 1999. The Personnel Department upgraded the UPS software twice during the year.

Number of Meetings At City Hall
City Hall continues to be a popular place to conduct business. The number of meetings held in City Hall increased from 859 (1996); 863 (1997); 942 (1998); 818 (1999) and 823 (2000). Customer satisfaction is high for the coordination and scheduling assistance provided by Georgia Shipley.

Although we do not cater for meetings, we do offer menus from selected restaurants that deliver for a small fee.

Red Cross Blood Drive
In January and May of each year the City and County co-sponsor a Blood Drive at City Hall. This year, the drive will be held on January 8, 2001 from 10:00 AM - 4:30PM in the City- County parking lot across from the Sheriffs Department. Each drive contributes approximately 30-35 pints of blood. All blood is donated to help residents of the Community. All employees are encouraged to contribute to this worthwhile cause.

Again, just in time for your New Years resolution!

Employees of the City of Columbus are encouraged to participate in healthful recreation. The City offers several single and family memberships at substantially reduced rates.

  • Georgia Shipley, a choir member of the World of Pentecost choir participated in the Christmas Tree Lighting for Mayor Fred Armstrong and the community.
  • Mayor's Prayer Breakfast; ML King Breakfast; Human Rights Dinner; Heart Walk Breakfast; and many dinners with representatives from our sister City- Miyoshi, Japan.

Forty-two (42) job postings were completed in 2000- compares with 38 in 1999.

The Police applicant process generated 245 (2000) candidates compares with 235 in 1999.

The Fire Department will begin a hiring process January 2001.
