10.28.070 Parking requires written consent of property owner when.
    A.    It is unlawful for the owner, driver or operator of any vehicle to park the same, or to permit the same to be parked or to stand, for a longer period than two hours, upon any street, alley, highway, or other public place, in the city,
(between areas designated, as provided for in subsection C of this section), otherwise than upon the written consent of the owner or tenant of the property abutting such street, or place at the place where such vehicle may be so
parked; provided, however, that this section shall not be deemed to permit the parking or standing of any vehicle in contravention of any other provision of this title or code prohibiting, restricting or regulating the parking or standing of vehicles.
    B.    Complaint for the violation of this section shall be made by the owner or tenant of the property abutting the place where such vehicle may be so parked. Complainant shall be required to sign such form or forms as may be prescribed
by the Columbus police department. The vehicle shall then be ticketed for a violation of this section, and/or other ordinances of this city.
    C.    Proper signs shall be erected and maintained in each block, where in the opinion of the traffic engineer, parking time of two hours should be maintained.
    D.    In areas where parking is restricted to one side of the street only, persons may park within the same city block of their residence and are exempt from the provisions of this section. (Ord. 2183 §§ 2 — 5, 1970; Ord. 89-14, 1989)
