After adoption of the thoroughfare plan and this chapter, the common council, the board of public works and safety or other governing bodies within the territorial jurisdiction of the city plan commission shall be guided by and give consideration to the general policy and pattern of development set out in the thoroughfare plan in the authorization, construction, alteration or abandonment of public highways, public places, public structures and public utilities.
