12.12.020 Maintenance.
A. Notwithstanding the provisions of
this chapter, the city shall perpetually maintain the
downtown streetscape district, including all landscaping, pursuant to standards established by the
city engineer's office and approved by the board of public works and safety, except however, that
any daily maintenance of sidewalks such as removal of snow, ice, other debris or natural
obstructions, sweeping and weed removal, shall be performed by the landowner of any real estate
adjacent to said sidewalk or right-of-way within the downtown streetscape district.
B. The minimum standards recommended
by the office of the city engineer and approved by
the board of public works and safety may not be decreased by said board of public works and
safety without first providing written notice to all adjacent property owners within the streetscape
district, notifying said property owners that the office of the city engineer proposes to change such
standards. Such notice to the landowners shall provide at least ten days prior notice of any
proposed changes to the minimum maintenance standards adopted by the board of public works
