For the purposes of Sections 13.04.020 through 13.04.050, the following words and phrases shall have the meanings respectively ascribed to them by this section:

    "Contractor" means the person contracting to perform the work to be done, their duly authorized agents or legal representatives.

    "Engineer" means the city engineer, or in case the engineer shall so direct, the ministerial or administrative powers or duties herein assigned to him will devolve upon his assistants or inspectors, but their duties shall be limited to those intrusted to them. (Prior code § 27-40)
