The city engineer is to maintain standards for inspections of and construction of sidewalks, curbs and gutters within the city and shall provide the necessary standards to all contractors and/or property owners making improvements and/or changes to the sidewalks, curbs and gutters in the city. Recommendations shall be made periodically to the board of works from the city engineer's office for acceptance or changes to the standards prescribed by the engineer's office.
