13.04.140 City to drain sidewalks where owners neglect.
The work of draining the paved sidewalks of the city, as provided
in Section 13.04.130, shall be
done to the satisfaction of the city engineer or his designee, and it shall be his duty to enforce this
chapter. The city engineer or his designee shall in all cases where the property owners shall neglect
or refuse to properly drain the sidewalks adjoining their property, as herein provided, shall cause
the same to be done, after five days' notice to such property owner or his agent, and charge the
expense thereof to such property owner. The city engineer shall furnish to the city clerk-treasurer
the names of all real estate owners and the description of the real estate owned by them along
which he has caused the sidewalks to be drained, as herein provided, together with an accurate
account of the expenses incurred therein, which shall be paid from the city treasury upon the sworn
voucher of such street commissioners, and such expense so paid shall be a lien upon such real
estate, and the city clerk-treasurer shall proceed to collect the amount so paid according to law and
