Any refund to be made by the municipal water utility to an owner or developer, as described in this chapter, shall be subordinate to the pledge or revenues to bondholders of outstanding municipal water utility revenue bonds and to the pledge of revenues to bondholders of any municipal water utility revenue bonds which may be issued at any time or, from time to time, in the future.
