Any refunds provided for in this chapter shall not apply to persons who have heretofore entered into agreements with the municipal water utility providing for a deposit and subsequent refund pursuant to the terms of Ordinance No. 1884 of the city, nor shall the terms of any such prior agreements be nullified by the terms of this chapter.
