The provisions of this building code shall apply to all construction in the incorporated areas of the city and such construction shall include, but not be limited to the following: construction, alteration, repair, improvements, location, demolition, maintenance, moving, occupancy and use of buildings and structures, other than industrialized building systems or mobile structures certified under Indiana Code, 22-15-4, and fences.
