Where work, for which a permit is required, has been started or proceeded with prior to the issuance of a permit for such work, the fee provided for a permit shall be doubled. Payment of such double fees shall not relieve any person from fully complying with the requirements of adopted codes in the execution of the work, nor from any other penalties prescribed.
