The department, by its chief code enforcement officer, is empowered to bring action in courts, of appropriate jurisdiction, for mandatory and injunctive relief in order to secure enforcement of and compliance with any order of the department or any provisions of this building code, and such action may be joined with an action to recover the penalties and fees herein.
