Section 16.24.025 Site design standards.

    A.    An analysis of the characteristics of the development site is required. This analysis shall include geology and soil; topography; existing vegetation, structures and road networks; water courses, water bodies, natural drainage, flood hazard areas, and wetlands.
    B.    Design of the development shall be based on the site analysis. To the maximum extent practicable, development shall be located to preserve the natural features of the site, to avoid areas of environmental sensitivity, and to minimize negative impacts and alteration of natural features.
    C.    To facilitate the preservation of natural features and to promote creativity in subdivision design, the commission shall have the authority to vary lot sizes, setbacks or other zoning requirements; provided, that such variation is consistent with the spirit and intent of this chapter, the zoning ordinance, and the comprehensive plan.
