There is established a department of community development. The head of this department shall be appointed by the mayor and shall serve at the pleasure of the mayor. The department shall establish an annual budget and is empowered to employ such appropriate staff as shall be necessary to conduct its business, and other personnel deemed appropriate; and the department shall be governed by such administrative rules as may be established by the mayor.
