2.46.040 Duties and responsibilities.
The Bartholomew Columbus emergency ambulance services board
shall have the following
duties and responsibilities:
A. To facilitate and encourage cooperation
between Bartholomew County, the city of
Columbus and the Bartholomew County Hospital in the areas of emergency ambulance services;
B. To advise the mayor and common council
in matters concerning emergency ambulance
services and on-site emergency medical treatment of accident and illness victims;
C. To advise the mayor and common council
as to existing and proposed laws, statutes, rules
and regulations of the state of Indiana and the United States as they relate to emergency ambulance
services and on-site emergency medical treatment;
D. With the advice and consent of the
mayor, to plan, negotiate and administer emergency
ambulance services agreements between the city and entities providing such services on behalf of
the city;
E. To recommend the organization, structure
and operational procedures of any emergency
ambulance service providing service to the residents of the city under such an agreement;
F. To make budgetary recommendations
to the mayor and common council as to expenditures
and costs to the city to provide emergency ambulance services;
G. To monitor compliance by any emergency
ambulance service with any agreement entered
into between the city and such service;
H. To conduct long-range planning for
and periodic evaluations of the emergency ambulance
services and on-site medical treatment available to the citizens of the city and recommend
improvements and changes;
I. With the advice and consent of the
mayor and common council, to plan, negotiate and
administer cooperative agreements between the city and other emergency services organizations;
J. To plan, facilitate and assist in
the implementation of any agreement for hospital system
support and training which may be required under Indiana Law between any emergency ambulance
service providing such service on behalf of the city and the Bartholomew County Hospital as
"supervising hospital";
K. To make an annual report to the mayor
and common council of its activities;
L. To perform such other duties and assume
such other responsibilities as the mayor and
common council may appropriately assign to it.
It is understood, however, that the board of works and safety
of the city shall approve and
execute, and shall be the contracting body on behalf of the city in connection with all emergency
ambulance services agreements and other agreements with entities providing emergency services
and no such agreement shall be effective until such approval and execution. All legal actions to
enforce all such agreements shall be instituted only by the mayor or board of public works and
safety of the city, whichever is appropriate. The emergency ambulance services board shall not be
responsible for nor shall it become involved in the hiring and discharge procedures, internal
discipline, job evaluation, work practices and individual duties of employees of any entity
providing emergency ambulance services on behalf of the city. (Prior code § 3-14)
