The city services manager, with the approval of the board of public works and safety, shall be authorized to prepare and publish rules for the effective administration and enforcement of the provisions of this chapter. Any such rules so published shall have the force of law, and a violation of such rules shall be punishable in the same way as a violation of this chapter.
