Every householder residing in a building arranged for occupancy by four families or less shall provide themselves with proper containers for solid waste as provided in Section 8.24.070 sufficient in number for accumulations between the dates of regular collection. In any building arranged for occupancy by five or more households, the owner or his agent shall be responsible to provide the necessary number of containers as specified in Section 8.24.070 (A) and (C).
