No owner, tenant or lessee, of any public or private premises shall permit to accumulate upon his premises any solid waste except in containers approved by the city services manager, which shall be one of the following types:

    A.    A thirty-two gallon (maximum) galvanized or plastic container, with handles, and a lid that is tight fitting which shall be in place at all times;

    B.    Tied plastic bags, which shall not be placed in collection area earlier than twenty-four hours before scheduled pick up, unless they are placed in an approved rigid container;

    C.    A three cubic yard (maximum) rolling metal dumpster with lids and a top center winch hook;

    D.    A one and one-half cubic yard (minimum) rolling metal dumpster with lids, a top center winch hook and drain plug for disposal of commercial corrugated and office paper. (Amended during 1994 codification; Ord. 93-9 § 7, 1993)
